Bard - High, Troubadour, Jongleur
High Bards are also known as Troubadours or Jongleurs. They tend to be hired to entertain the upper classes. A High Bard's performance is magical and precise. They share the same abilities to relate to people as Low Bards; however, a Low Bard is more audience focused while a High Bard is more performance focused (e.g. a Low Bard will change the words to a song to appeal more strongly to his current audience, a High Bard would resist straying from the perfect rendition).
High Bards are weaker in combat abilities than Low Bards and possess no rogue skills. But, High Bards have bardic magic... a force understood by few outside of the High Bards themselves.
High Bards must be of Wanderer heritage. There is no question a College of High Bards exist and all High Bards are expected to be part of it. It's stated mission is to train, certify, and regulate High Bards. However, its most important mission is to reassure the powerful members of society they will not be swept up in the magical music of a High Bard and then act counter to their own interests. Beyond this public face, the College is just as mysterious and unknown as the Bardic magic it supervises.
